Is a SQL, Javascript, html, and css the way to go when making an attendance app for Chrome OS [on hold]

Questions:

So as a summer project, I would like to create an attendance application for my school to be able to use for their Chromebooks next year. I have read that Chrome OS apps are made with javascript, CSS, and HTML. However, my experience is in Java, not javascript. I had the idea to make the app in javascript, CSS, and HTML, and then store the data from the app in an SQL database that can later be accessed to check absences and what not. Is this the right move, or should I go about it a different way?
