Looking for a framework that has the basic stuff already implemented for a web app [on hold]

Questions:

I’ve been in the industry for a while and I constantly see developers starting each project from scratch. They spend their time on setting up all the pipelines like continuous integration, continuous delivery, implementing basic features like sign-up, log-in (using both internal and external identity servers like Facebook), log-out, password-reset, sending nicely formatted emails for the features above (both in text and HTML formats), crafting layouts, CSS styles e.t.c. It takes a month (on average) for a single developer to set it all up and only after that time such a developer can start working on real features specific for a given web app. The first month is a boring chore. Just a repetitive task that could be avoided. It’s especially important when you craft something for a client and want to show something quickly to impress them and win more budget for the project.

Question: is there any framework which has the elements mentioned above out of the box? I don’t care if it’s ASP.Net, NodeJS, Ruby, PHP, server-side rendering or SPA (Angular, React, e.t.c.). I just need something that I can take, install quickly and jump straight into my custom features. It may be a paid framework.
