Nginx ngx_http_limit_req_module configuration with php fastcgi nextcloud config

Questions:

I’m trying to setup ngx_http_limit_req_module to limit the number of requests to the /login page to 1 per second. I tried through trial and error but unfortunatly failed. I ended up with something as following but unfortunatly this doesn’t affect the /login page in any way. Could you please help me with that? (This is based on official nextcloud’s nginx config). Modifications are added line 1 and added whole location /login { section:
